I just got this last night, but this is something that will affect many people on this board. It's a new memo that essentially says only cadets attending LTC, LDAC, and CTLT qualify for pay. All other cadets are only entitled to travel and subsistence, but will not be receiving pay. I woke up to a text from my PMS this morning asking if I was still going....lol... It's a little late now.
I don't think any cadet is arguing that they should be banking on these trips, but going to foreign countries, many of which qualify for hardship duty-location pay and imminent danger pay, while not receiving any pay makes people question...

SUBJECT: Entitlements for Reserve Officer Training Corps (ROTC) Cadets Ordered to
Active Duty for Training (ADT)
1. This is in response to your request for clarification of contracted cadets' eligibility for pay and entitlements when they are ordered to active duty for training that exceeds 30 day thresholds and training that does not meet the 28-30 day thresholds.
2. ROTC Cadets may receive pay while attending training in two instances: 1) if the training is at least four weeks duration and must be completed before the cadet or midshipman is commissioned; and 2) if applicant for senior ROTC membership is attending field training to satisfy the requirements for admission to advanced training. There are currently only three types of training that meet these requirements and for which senior ROTC cadets would be authorized to receive pay. These are Basic Camp, Advanced Camp, and Cadet Troop Leader Training.
3. Moreover, contracted senior ROTC cadets are not part of the Individual Ready Reserve (IRR). Placing such a cadet on ADT orders is not the same as mobilizing any other Soldier from the IRR. Consequently, senior ROTC cadets ordered to active duty under ADT orders or for training periods are not entitled to all pay, allowances, and entitlements that would be paid to a mobilized IRR Soldier.
4. The Secretary of the Army may however, provide transportation and subsistence to ROTC cadets participating in practical military training such as Culture and Language Program. Please coordinate any training-related matters with Headquarters Department of the Army (HQDA) G3/5/7 (DAMO-TR).
