Time frame for ROTC apps

I met with a Navy PO yesterday morning and received packets of evaluations to be filled out by next week. She wanted to schedule an interview next week. I opened my online application last night. Today, I received a phone call from a Navy recruiter who asked if I can finish my personal statement by this Friday.

I am a bit baffled by the speed of this process. I'm very appreciative of the support and help I'm receiving. I understand that there is only a finite number of scholarships available. However, I have been told that the board doesn't meet until September. Is it odd that the recruiters are urging me to complete my entire application in 1-2 weeks with so much time left from now until the first board meeting?
 
Although the boards meet late August/early Sept. the process is a queue. The longer you wait to submit, the further down the pile will be your packet before you are boarded.

There are thousands upon thousands that apply every year. Many that submit their paperwork in August will not board until Oct./Nov. (Look at LYs threads on this site and you will see that). Boards don't stay until every packet in the pile is reviewed. They meet for X amount to days. If there are 1543 in the stack with you being number 1392, and they only gett to number 800. You will be number 592 for the next board. Thus, even though you submitted before the cut off date, you might still not be boarded at that board.

As stated there is a limited amount of scholarships, and some units fill up very quickly. It maybe that they see on your school choice list one or some of your choices are known to fill up quickly, thus they don't want you to delay submitting your packet, especially if they think you are competitive currently.
