Neither of the two senators requested a photo, but the representative requested a photo and there aren't instructions on the type of photo.

Is that common? Should the photo be a portrait style with a solid colored background - (from the waist up)? Should it be casual?

I would think you would want it to be something akin to a "school picture"; certainly more formal than standing on a beach in a bathing suit.

For $10, you could go to Walmart and get a whole slew of photos taken

Our MOC's requested photos and my kid used her school portrait, wallet size, from Junior year.
 
I agree with Melindayching. A school or even a passport photo will do. A selfie showing off your abs or giving a duck face; not so much.

Keep it as professional as you can.
 
A school picture, sorta like a passport photo is fine.

Personal advice???

No spike hairstyles, no huge gauges in your ears...that sorta thing...
