So I'm currently trying to apply for the 4 year scholarship as a college student. I can apparently still apply as I have less than 30 college credits.

Since I already missed the November Selection Board. Does It really matter when I hand in the application as long as it is before the deadline? Can I do my PTF test and interview any appointed time I want?

The first step would be to complete your application online ASAP. After the application is complete, your local Recruiting Station will be in contact to schedule interviews, PFT, go over additional paperwork, etc.

First, you need to submit your application prior to the PFT and interview being scheduled, as I recall. Why would you wait? There is always the opportunity for something to go wrong. Let's say you sprain your ankle and are unable to do, or unable to perform well in the PFT? They'll also need to contact teachers for their recommendations. Get it done now unless you have some reason to defer it that will improve your application. At least that's what I would tell my kid.

EDIT: I should add that technically you are correct and as long as everything is completed (including PFT, interview, etc) by the deadline you should be OK.
