Does anyone know when they make offers to football recruits for Prep School? Assume it is after February 1st letter of intent signing day?

Prep school offers are made for all the same way. After appointments are given out. The prep school is a separate offer and only made after the academy chooses their appointees. Then, those the academy this have promise for the academy but something, usually academics, wasn't good enough to get a direct appointment, may be offers a prep school slot. Contrary to what some may think, recruited athletes aren't automatically given a prep school slot. Matter of fact, the majority or recruited athletes have good enough applications to go directly to the academy. Not to the prep school.

Seeing you chose to go beyond just answering the OPs question... Do the majority of recruited football and basketball players go directly to the academy or do THEY go to the prep school first?

I can't speak for every single year, but when I monitored it more closely for the classes around 2012 +/- the majority of football players were direct entries. Most other sports have much smaller rosters and I don't track them as closely. But I know in the incoming years of 2007, 2008, etc... The majority of football were definitely direct entries.

I don't have the class of 2018 numbers. And my following is generally football. And for the football players, the majority that I've seen have been dirct entry.
