What exactly is a 3Q letter and can you still be offered an appointment with out it?

If everything in the portal is green and you have passed your CFA, and Medical should you receive a 3Q letter?
 
Not necessarily. Everything needs to be green, yes, but USMA must also qualify candidates academically, and the only way one can know if they are academically qualified is by asking a FFR or by receiving a 3Q letter. Best of luck!

Also, forgot to add: A 3Q letter is a letter from your regional commander that states that your file is qualified academically, medically and physically. In terms of numbers, about 2200 people last year were triple qualified. Not everyone receives letters though. Not exactly sure why.

If I believe I am 3Q'd but have not received a letter, should I follow up with my regional commander to clarify any outlying parts of my application or just let it be?

My recommendation is no. What are you going to clarify? What outlying parts? If everything is green on your application portal, you are waiting for academic qualification - based on SAT/ACT and trasncript. Let it be.
 
Last year my son did not receive a 3Q letter, did not receive an LOA, did not receive an LOE. He DID however receive an appointment. Sooooo you do not need any of these to receive an appointment. Honestly I'm not sure what triggers them to send out 3Q letters and why some get them and some don't. But if you don't get one it means nothing. I know the waiting is difficult but sooner or later you WILL hear something. Worrying won't help so best bet is to just enjoy your final year in High School!
 
My USMA grad did not receive a 3Q letter or an LOA but he did get an appointment months ahead of a classmate with an LOA. No congratulatory call from the nominating Senator (newly elected) either----- the BFE was discovered leaning against the garage door because it was too big for the mailbox.
