Army ROTC- Schools of Intent

After my file had been switched to boarded, I clicked on schools of intent just to look it over.
Upon reaching the page a little window popped up saying something along the lines of...
"Your current status does not allow you to change schools of intent."
Is this a way to know early? Or is this happening within every portal?
 
Mine has said that for a long time, so I'd imagine that it happens to everybody after you're boarded.
 
Remember once you are "BOARDED" your file has been reviewed and you have have been assigned a score and placed on the OML. They will select winners from the OML and offer you a scholarship at your school(s) of intent. Allowing people to change school during this process would likely add unwanted complications. Therefore, they lock your school of intent.

My application did this the first time I was boarded, but there was a complication with my profile and I got moved back to interviewee. I contacted them and this was fixed, but now my schools of intent aren't locked, yet I am in the boarded stage...has anyone's schools been unlocked? I can't tell if this is a bad sign or if it is normal
