Are the cadets allowed to purchase their own routers for their personal computer?

No, there is no infrastructure for commercial internet in the dorms. Cadets can access commercial wifi at a few different places around campus.
 
no, I mean the USAFA provided notebook. I was imagining the router was so everyone in the room could access a local printer to be used in the room.

My DD and her roommate share a printer in their room by just plugging it into their dock. I suppose you could use a router to have access immediately, though DD said it wasn't a big deal the way they have it set up.

There is internet access via the USAFA edu school network. However, this is a government network which brings along all of the associated rules. These rules are designed to protect the gov network from malicious outside users. Naturally there are many websites which are blocked. Your DD/DS will learn all about these rules when they are issued their computers after BCT (most of them are common sense: don't access pornography, don't download questionable software, don't use torrent/peertopeer or anonymizing programs).

USAFA has an organization known as the 10 Communications Squadron which monitors and regulates all activity on the network. They will have superadmin rights on your issued laptop. They do run periodic scans to ensure compliance with software rules (this includes those torrent and unauthorized VPN programs) and hardware rules (no unauthorized personal devices, etc.)
