Hello, I am applying for the ROTC scholarship but have one big problem. I cannot for the life of me raise my act math score above a 21, all other areas are fine. No matter how much I study, each practice math test I take ends in disaster, despite me knowing all the materials and being an A math student in school. It is very difficult for me to get the right answers on the ACT math portion, something that I cannot understand as I always have gotten 90%+ scores on all my math tests.

How will this affect my chances at getting a 4 or 3 year scholarship, considering all other areas of my application are within very good standings? My composite score is 28 by the way.

Definitely try to improve the math score. But a composite of 28 is solid, I got a scholarship with a 29 composite, 30 superscore (the Army allows superscoring, so be sure to take it as many times as possible.)
 
Try taking the SAT. Some folks do better on one over the other.

Get a book (or bet samples for the library) that has about 4 tests in it. Take a practice test and only answer the first 10 questions (its broken into tens). Answer only the ones you can answer right away (skip the others). Grade the first 10 and then for the ones you missed and the ones you did not answer look at the solutions in the book. in two days answer the next 11-20 questions and do the same thing. Go through the entire test and then repeat with the same thing with another test. Then..... go back to the first test and repeat it. You have to train to take the math test. I did this and went from a 23 to a 29. I had a math ACT prep tutor and this is what they did. Good luck
 
Thank you everyone. I retook my act yesterday and studied all of last week. I think I did much better on the math portion this time.
