So I know you have to sign your contract to serve after your second year for ROTC at most colleges, but I heard the Citadel does not require a decision on commission until the end of your senior year. Is this true? And is it the same at any of the other SMCs, like Norwich?

No, it is not true. ROTC has the same requirements at each and every school.

"The ROTC Departments at The Citadel offer commissioning opportunities in all branches of the armed services. While every cadet must successfully complete a course in one of four ROTC departments each semester, cadets are not required to work toward a ROTC commission, or to accept a ROTC commission should it be offered." This was on the citadel's site

And? You're confusing the Corps of Cadets and ROTC. At SMC's, all cadets in ROTC must be in the Corps of Cadets, but all Cadets in the Corps of cadets are not in ROTC. Some just want that unique experience but aren't looking to a military career.

Nowhere in that quote does it say you can wait until your senior year to decide to commission. I guess you could, but you'll be sadly disappointed.

So being in the corps of cadets has nothing to do with commissioning? So you wear a uniform for four years but you don't join the military after?

Did you read what you quoted? Correct, you must fulfill ROTC requirements to commission, being in the Corps of Cadets only will not get you commissioned. Not everyone in a Corps is going to, or looking to, commission. Those in ROTC are.
 
This is from Norwich's website:

Participation in ROTC, including military labs and physical training, is an integral part of the Corps leadership experience at Norwich. Cadets must enroll in Army, Air Force, Navy or Marine Corps ROTC to maintain membership in the Corps of Cadets, and complete six semesters of ROTC courses; two apiece at the 100, 200, and 300 levels. All ROTC participants, with the exception of nursing students, must be in the Corps.

Students transferring into the Corps of Cadets are required to pass a course in ROTC for each semester in the Corps.


The ROTC requirement is both an obligation and an extraordinary opportunity. Cadets will study leadership, ethics, troop-leading skills and a broad array of military service-related courses.

Cadets who participate in six semesters of ROTC are under no obligation to serve in the Armed Services. Those who wish to pursue a career as a commissioned officer compete for that opportunity by earning an ROTC scholarship or placement on a commissioning track.
