If another candidate received an LOA from our CD, and that candidate gets a MOC nomination from their congressman, are all other candidates from the same congressional district then automatically rejected? Thanks.

All other candidates are not automatically rejected as they may have other nominations. If so and it is not charged to that MOC they may end up in the national pool or receive an appointment under the VP if they applied for that. There are many different scenarios as to how they can receive appointments. Check the sticky at the top of the Nominations forum and you will get a lot of information about what happens to the candidates who receive nominations, but do not end up on their MOC slates.
 
Even without a nomination the others on the slate are not automatically rejected. The LOA holder may receive or have another nom so he may be charged elsewhere.
 
When my DS was nominated and appointed, we had 2 LOA's from our district and both got in and both rec'd noms from same Congressman. Not sure if the other Mid rec'd a nom from US Senator or not, I know my DS did. But, both DS and the other kid were invited to our Congressman's welcome/congratulations breakfast.
