Just received a Type 1 scholarship for AFROTC, have quesitons

I'm very happy to say I received a Type 1, 4 year scholarship. However, the scholarship is only eligible at one school (Rochester Institute of Technology). Is this normal for scholarship offers? RIT was my first choice and that's where I did my interview (Detachment 538).
 
Was the scholarship from the national board, or directly from Det. 538? The HSSP (national) is not tied to any college at all. The HSSP is tied to the cadet and their intended major (tech or non-tech) My guess is you got the ICSP (tied to the det, cadet and major). That means you can only use it at RIT since it is not the national board. Typically, they will tell you that if you accept their ICSP you must remove your name from the national board. You can't hold onto as a backup and wait to see if the national board will also offer you a scholarship. Usually they want an answer within less than a week after offering, more often it could be 3-4 days.
~ Becareful if you throw it back in the pool (i.e., take your chances on the national), Type 1 is very rare. Only 5% of all applicants get one. Avg best sitting is 31+ ACT, 1380 + SAT.
~ Commanders will call it a Type 1 because in a way it is a Type 1. They will not care whether you are in-state or out of state when it comes to covering tuition. Type 2 and 7 takes that into account. Thus, if RIT charges the equivalent in tuition to an IS college (SUNY) student than it is the equivalent of being a Type 7, and not a Type 1. If RIT charges more than the IS tuition, or you are an OOS student, it is equivalent to a Type 1.
~~ Getting in the weeds, but it is important to understand what you may be risking if I am correct and it is a scholarship offered from the det., and not the HSSP.

Still trying to figure it out. On the ROTC application website, it says I was applying for an HSSP scholarship. In addition, the email I received said I had until May 31st to reply (I'm obviously not going to wait that long). The email specifically stated "You have been conditionally selected to receive a 4-Year, Type 1 Air Force ROTC Commanders Scholarship (CS). Your CS offer can only be activated at Rochester Institute of Technology". However, the email wasn't from the Det. 538 unit commander, it was from James C. Parsons, Registrar, AFROTC. Thanks for the help, I really appreciate it.

The website where I accept the offer says it was offered by HQ. Is HQ the National Board?
 
As far as I know, Commanders, means it was RIT, adding on to the fact that it was signed off by the registrar at RIT, means to me this was RIT and not the HSSP...aka national board.

When did this "drop"?

OBTW, Are you talking about the same James C. Parsons, USAF, Chairperson?

My personal advice is to contact Lt.Col. Gallucci for guidance regarding if it is an HSSP or an ICSP.

It was definitely a commanders leadership scholarship (CLS). I got the same one in 2012. The commander's scholarship works the same as a normal type 1 scholarship minus the school restrictions and the tech major. It is still funded thru HQ, not through your school, and as long as you go to the marked school with a qualified major, it is the same as any other type 1 scholarship. It is not an ICSP (you are not in college yet). It is still an HSSP scholarship. It was signed off by the registrar at AFROTC, which makes sense because although the individual commanders choose their recipients, HQ will send the official notification and acceptance information since it is managed through HQ like any other AFROTC scholarship.

Edit: looks like they send emails now. I got a letter in snail mail when I got mine.

Just for clarification:

ICSP is 'In-College Scholarship Program'.
There are national boards for these scholarships almost every semester (funding-dependent) and also commander's scholarships (still funded thru HQ). These are open to current cadets (AS 100s and AS 200s), not to high school applicants, and may be for 2-3.5 years (depending on the semester received and activated).

HSSP is the 'High School Scholarship Program'.
Like the ICSP, it also has national scholarships from a national board, and it also enables each commander to choose a recipient for the Commander's Scholarship for their detachment. Hence they are only valid at the particular detachment. These scholarships are only for high school seniors who will be starting college and AFROTC in the coming year.

These are basically all the types of AFROTC scholarships you can receive. They are all funded the same way through HQ.
 
To answer your question, yes it is normal for the offer you received because that scholarship was offered by the Det CC, not HQ. However, it's not normal to receive one, meaning you must have really made an impression on the Det CC. Good on you.

The email which notified me about my Type 1 offer was from James C. Parsons. All is said was that he was the "Registrar" at AFROTC. Sorry that's all the information I got from the email.
