Outside scholarship

If someone receives an outside scholarship that is normally made payable to the college can they still accept and use funds for travel expenses etc?

My understanding is yes, outside scholarships can be accepted unless specifically designated for tuition.

That answer is up to the organization that is giving the scholarship. Most require that the scholarship be used for tuition or room and board. If they allow it to be used for other purposes, then you're okay. Washington Crossing Foundation gives out scholarships to cadets and midshipmen every year.
