ADM and STEM are kind of the same thing...here is the deal. When you are put into CCIMM the HRA has to put in a major for you. The HRA selects that major from a drop down. Depending on what major is selected you are put into an ADM category. ADM 3 or 4 (3 is sciences and 4 is mostly engineering) are considered STEM. Cadet Command also recently said they were going to transition from the ADM model to a CIP code (google it) model.
The problem is sometimes the HRA picks the first major on the dropdown that looks close, since not all majors have a match with the majors Cadet Command has in their system.
For example at Clarkson there is a major called Engineering and Management. This is mostly engineering courses and should be an ADM 4. There are two majors in the CCIMM drop down that both sound like they describe this major and there is no Engineering and Management". If you choose one you end up with and ADM 2 and if you choose the other you get ADM 4.
All of that being said, I'm looking at my CIP code/STEM list and I see Biomedical Sciences with a CIP code of 26.9999 is listed as a STEM major.
