I just have a quick question or two about teacher recommendations.

Do they have to be written by a teacher that you currently have, or can it be a teacher from last year? I was hoping to have one written by my speech teacher, but I took her class last year.

And do they have to be core subject teacher or can I have one written by an extra-curricular class teacher?

If you're talking about the recommendation for congressional nominations, it depends on your senator/representative.
As for the West Point application, you have 3 recommendations: one from your English teacher, one from your math teacher, and one from your chemistry or physics teacher. They can be from any year (9-12). You can save other teachers that aren't core teachers for the congressional application (depending on what your congressmen requires).

You have to have four recommendations because you also have to have one from your P.E. teacher.
