NROTC Decision pushed back?

I'm not sure if this is a thing, but if you are on the bubble of receiving an application, do they push you back to the next board to look at other apps? My app was submitted in February and I still haven't heard yet, but either way, I think I'm on the bubble
 
Basically, yes. The boards work more or less on a rolling admissions basis. Once the board members review an application and score it, the student will either be awarded a scholarship, rejected, or rolled to the next board for further consideration. At that point, the application's overall score is slotted onto an order of merit list, so that it can be compared to all other applications still pending a decision. Eventually, a decision will be made based on where you rank on the list.

So if all of my stuff was submitted on February 29th, do you think I got rolled over or just missed the board?
