Commissioning Question

This might be a not-so-good question, but I'm confused so I'll ask anyways. So everyone talks about hoping to get a commission at the end of ROTC, so does that mean it is not guaranteed? Or do they mean that they hope to get a commission for active duty, but the people who don't get active duty get at least reserve or guard?

What ROTC are you asking about? Navy? Marine? Army? Air Force?
 
I will take a shot at the different programs. Please correct me where needed.
Each assumes you meet the requirements for each program

Navy ROTC - Navy Active Duty
NROTC Marine Option - Marines Active Duty
Air Force ROTC - 2+2 (after 2 years there is national evaluation to continue on with the final 2 years) - Active Duty
Army ROTC - Active Duty or Reserves based on your performance/ranking and your preference
 
Navy and Marine scholarship recipients both commission active duty if they complete the program requirements. Non-scholarship Mids must receive advance standing by their junior year to continue in the program.
