AROTC Scholarship College selection

How/Does AROTC pick from an applicants list of schools to choose which school he/she gets a scholarship to? Is there a certain amount of schools they pick? Do they go by your priority list?
 
They go by your priority list. If there is a spot available at your number 1 school, then it's awarded to that school (and perhaps others). If not they move to number 2 to check for slot availability, etc. etc.

Does the cost of the tuition factor into the decision? Let's say the candidate's first 3 schools are private colleges with tuition in the $60-70,000 range, whereas the next three are state colleges with in-state tuition rates in the $20-30,000 range? Will the Army pick the lesser expense school?
 
My son got his first ( out of state) and his fourth ( in state) picks.

I suppose it could change from year-to-year, however, when my DS was selected for his 4-Year scholarship during the first board in 2014, he was offered all three of his top choices - Clarkson University, University of Portland and Santa Clara University. Each is a private colleges, which all offered free room and board to their scholarship winners. The year prior, our DD got her 4-year scholarship offer during the 3rd board and her offer was to her #1 private school, an out-of-state public university and one of our in-state universities.
