Why did they change the type of college that one had to attend in order to participate in CSPI??

Because the USCG is so small, they can be very selective in how they apply their officer-selection programs.

The needs of the USCG change over time, so expect the requirements for any (and all) of their recruiting initiatives to do the same.

As far as I know they did not change- I believe you will find that the first reference is not an offical site (USMilitary.com and is not as accurate and complete as the official site. This program has been targeted at historically black colleges all along and was developed I believe as part of their efforts to increase minority representation in the USCG officer ranks. When you go to the Coast Guard site you will find that the USCG has a number of different programs for officer accessions and this is just one of those programs.
