i am applying for a 4 year army rotc scholarship, and the status on the rotc website says i can check my medical qualification at the DoDMERB website, but when i try and create a new account there, it says no application matches my ssn or DoB. What should I do?

I believe Mr. Mullen has dealt with these types of issues in the past. Send your name and last 4 of your SSN with your specifics to his email address (found all over this DoDMERB forum).

And congratulations of your scholarship selection.

i emailed mr mullen and he said that my application has not been seen by a board yet, but my status shows otherwise doesnt it?
 
Same situation as you

this is what I got when I e-mailed DODMERB

"Army ROTC will not submit your name to DODMERB until you are
designated a Scholarship Winner. The first board results are being
posted this week and we will send a file up to DODMERB on Thursday or
Friday."
