My son has heard from the PMS at another school that he did not receive the scholarship to his top choice. Unfortunately, he was encouraged to apply through early decision which is binding. Anyone have experience getting out of binding early decision through admissions office?
If your son did not receive the scholarship at his ED school, my best guess is that he will also be either denied or deferred ED at the school. It is common practice for ROTC folks on campus to check with admissions to see if their candidate is likely to be admitted before accepting their scholarship.
I would check with the PMS at your ED school to confirm and if so your next move is with the admissions department at the ED school. You must contact them before their notification date to cancel your application or have it changed to regular decision. Looking at the calendar, you should get on that tomorrow. I can't think of any schools with binding ED who have sent out letters (most ED deadlines are Nov1) but many start the notification by mid month.
I think the ROTC unit at the ED school did you a big favor by declining your scholarship or you could be stuck at that school without it.

If you don't make that deadline for some reason, and your son is accepted ED, you can still get out of it.
The only way you can get out of ED is if the money/scholarship offered is not sufficient to meet your financial needs. If you don't get the ROTC scholarship that seems like a pretty clear case of it not being financially feasible to attend... if you don't want to.
