AROTC - Confused by Meaning of Decision Date

My son has an appointment to USMA, a 4 year AROTC scholarship to Cornell or two other schools, and is waiting to hear about AFROTC, and Air Force Academy. Original plan was to wait and see what the choices are then decide. However, the AROTC letter states that he needs to accept and choose a school by January 17. Well that is this Sunday! Yes, a Sunday???

Numerous questions, but the most important is how binding is the "acceptance of the AROTC" to Cornell, if he chooses later to go a different route? We believe he will get accepted to Cornell, but as we all know, that is not a given. What if he decides to go to West Point? What if he gets the AFROTC (seems like he will know around January 20), and wants to go that route?
 
It is not binding. He may in good faith accept the scholarship to Cornell. If he decides to accept his USMA appointment - no harm, no foul. If he is offered a AFROTC scholarship - he may accept that as well.

I think the Jan 17th date is a month from the official notice. He should make his decision this week.

I know on the bottom of the NROTC Status Information for your 2010 Scholarship Application site it states "If you do not know if you should accept or decline a scholarship: you are not obligated in any way if you should accept; it is in your best interest to accept."

Yes it does. But as I recall the Navy scholarship acceptance paperwork says something about how you should NOT accept any other officer training offers. Can't remember the specific wording, but it did seem as though the Navy at least would not allow you to accept more than one ROTC or SA offer without losing your NROTC scholarship.
