What cost does an rotc scholarship actually cover?
I was told by my sister who has a classmate at Duke on ROTC scholarship that pays his tuition, but not room and board?

Is is generally true or varies by branch of military ROTC and college?

It varies by branch and school.

For example, all AROTC scholarships cover full tuition. AFROTC have some that do and others that do not.

The book allowance seems to be different between branches as well.

It would appear though that the stipends are the same.

Many schools offer additional incentives to ROTC scholarship recipients independently of Uncle Sam. Some are extra dollars, others are full room and board. There is a sticky thread in this section that has information for Army ROTC.

As far as I can determine the stipends are also not the same. It seems as though the Navy (and possibly the USMC) offers less per month and a smaller book allowance.

I believe that you are correct and the stipends are not the same. Just looked this up on the VMI Navy/Marine and Army web sites.
Comparing the two:
Scholarship Opportunities
Army ROTC scholarships pay tuition and required fees... They're awarded on merit – like academic achievements, extracurricular activities, and personal interviews. Scholarship winners receive a stipend ($300 freshman, $350 sophomore, $450 junior, $500 senior) for each academic month plus an allowance for books and other educational items
.
compared to the Navy program:
Scholarship Program:
The VMI Naval ROTC Unit participates in the national Navy-Marine Corps Scholarship Program. In this annual program, high school seniors are selected by a national competition for scholarships. These four year scholarships offer the following benefits:
all academic tuition and certain fees
required books and academic equipment
Navy/Marine Corps Uniforms
$250 per month in subsistence pay for a maximum of 10 months each year. This pay increases by $50 each year, so that as seniors, Midshipmen make $400 per month.

I stand corrected on the stipend. I guess I've run across some outdated sites that listed the "old" AROTC stipends as the same as Navy's stipend and figured when they upped AROTC's stipend recently, that Navy's would follow. Wrong.

well- alternatively it could be that you are right and the VMI- Navy ROTC website is wrong cause your logic seems pretty good. It is odd that for exactly the same situations the Navy would pay a different stipend than the Army. Of course with the DoD nothing ever really passes the logic test so why should this be any different?

well- alternatively it could be that you are right and the VMI- Navy ROTC website is wrong cause your logic seems pretty good. It is odd that for exactly the same situations the Navy would pay a different stipend than the Army. Of course with the DoD nothing ever really passes the logic test so why should this be any different?

No, Navy still has the lower stipends at least per the Navy ROTC site (hopefully they aren't that slow to publish updates).

DoD seems to allow each service to manage its own recruitment budget (ROTC being officer recruitment) according to its own needs. It is the same reason why the different branches have different scholarships.

Quite frankly, there are a lot of kids who think flying or sailing is cooler than the work of the Army. Marines are a whole nother story. So to keep the balance of talent between the branches fairly equal, they use the monetary incentives to level out the playing field both in scholarship limits, books, and stipend.

Georgetown no longer offers free room and board for AROTC. They were on the list in September but are no longer on the list.

If you are referring to Georgetown University (in DC)- agreed
However Georgetown College (in Kentucky) still does :thumb:

does rotc allow transfers of branches like service academies?
ex. af rotc going into the navy or army?

You need to be a little more specific in your question. Are you asking about students that are currently on a ROTC scholarship? If so, you can definitely change branches after the first year and before the second begins as long as the branch ROTC program that you are transferring to, will accept you. Your scholarship will not transfer. You will need to apply to the new ROTC program for another.

If you are not on scholarship, and not contracted (generally within the freshman & sophomore years), then again you can change branch ROTC programs provided that the new branch ROTC program will accept you.

If you are beyond your freshman year AND a contracted ROTC cadet, then the answer is a lot more uncertain and it comes down to what your current ROTC program is willing to do...... and whether they have a serious monetary (scholarship) investment in you. Using your example: If the Air Force has paid for your ROTC training for three years, they may not be interested in having the Navy or Army reap the benefits of their investment.

Hope this answers your question. Good luck!
