Cell Phone question

So, I have read that cadets cannot have cell phones during beast but what about during plebe year?
 
They are able to use them as soon as beast is over. I sent my son his as soon as they completed march back.
 
They can have cell phones after Beast, but the signal is not very good in many of the barracks. My son calls us on his room land line phone which all cadets have and unlimited long distance is provided. Some cadets have been able to use their cell phones by placing the phone in the window and wearing a Bluetooth.
