When I log into my NROTC portal this is what I see. Is there something missing on my end or is the selection board just reviewing my application?

Generally speaking, that message has meant that NSTC did an initial review of your package and found an administrative issue. They send it back to Commander, Navy Recruiting Command for correction. You should contact your recruiter and let them know.
 
I emailed my recruiter about it 4 days ago and still no response. NROTC is my first choice when it comes to ROTC so I'm a bit bummed out about this seeing that other people are being that they were awarded the scholarship...

It can still be your first choice, even if the end result is you do not get one of the scholarships available out of HS.

You attend an affordable college with a NROTC unit, executing one of your alternate plans, optimizing any other scholarships you have gone after, join the unit as a college programmer. Then, you excel in the unit, giving 110%, academically, militarily, physically, as a midshipman, and earn a scholarship there for your outstanding performance. You proceed brilliantly as a midshipman to commissioning and your years as a successful officer.

Do not generate negative energy looking around at others. Focus on what you can control - your state of mind, your attitude, your emotions, your drive, perseverance and grit.

Time for a phone call
 
You can look up the associated NTAG and give them a call. They can help determine if your other recruiter transferred or is just busy. Recruiters can become saturated and not all of them have the best organizational skills.

All notifications have been sent out. I was told that even though there were around 200 applications ready, only 60 were reviewed this round. That was done in order to validate the new software system being used this year. So I would not read too much into anyone not hearing from the first board. Last year, many of those high up on the alternate list were not informed until February or March.

Not every submission was reviewed? That is surprising.

Not really. There is a lot of time left in the process and they wanted to ensure the new digital review software would work properly. They can easily make things up on the next board.

I was in a similar situation and had a difficult time making contact with my recruiter. Several of the forms sent to me were not the current forms (SOU, drug, and debarment), so my application was kicked back to CNRC. I ended up receiving help from a different person that was able to get me the correct forms. I obviously don't know if your situation is similar to mine and the incorrect forms were sent, but it might be worth checking. The current forms are dated 04-23, whereas the forms originally sent to me were dated 11-19.
 
My DD submitted her application in early October. Her NROTC portal changed to… at CNRC for additional processing … since the end of October. Her recruiter says
“Nothing additional need to happen. Your application will be processed and verified. Once complete it will be board ready and reviewed by the selection board”.
It seems like this is taking longer than most?? Is there anything else she should be doing?
