Generally speaking, that message has meant that NSTC did an initial review of your package and found an administrative issue. They send it back to Commander, Navy Recruiting Command for correction. You should contact your recruiter and let them know.When I log into my NROTC portal this is what I see. Is there something missing on my end or is the selection board just reviewing my application?

All notifications have been sent out. I was told that even though there were around 200 applications ready, only 60 were reviewed this round. That was done in order to validate the new software system being used this year. So I would not read too much into anyone not hearing from the first board. Last year, many of those high up on the alternate list were not informed until February or March.Have all first board been notified?

Not really. There is a lot of time left in the process and they wanted to ensure the new digital review software would work properly. They can easily make things up on the next board.Not every submission was reviewed? That is surprising.
I was in a similar situation and had a difficult time making contact with my recruiter. Several of the forms sent to me were not the current forms (SOU, drug, and debarment), so my application was kicked back to CNRC. I ended up receiving help from a different person that was able to get me the correct forms. I obviously don't know if your situation is similar to mine and the incorrect forms were sent, but it might be worth checking.
