If you accept an NROTC 4 year scholarship under a certain school and report there, can you transfer to its affiliate after one semester? The two schools share an NROTC unit. So could I transfer to the affiliate and keep my 4 year scholarship?

The best answer is to ask the Cadre.

I can't speak for Navy, but in our AROTC application experience we dealt with multiple units where goaliegirl was an applicant at multiple schools. Each unit had different rules as to where you could use your scholarship. Some were "only at the school awarded" while others were at "any school where the tuition is less than or equal to the awarded school".
