Can't speak to the current cellphone policy for Rooks but when I was a rook we only had cellphones once a week on Sundays for 10 minute phone calls. Once I became a cadre member 2 years later, rooks could use them as much as they wanted on "weekends" only and had to secure them in there desks...
As a graduate, I will agree that the immediate area is in the middle of nowhere but it isn't to say that the area isn't nice. If you are a outdoors person the Norwich campus will be right up your alley. You are hard pressed to have a school that owns a former ski mountain that students can use...
Norwich does have its own mountain across the street from campus. Its great for cross-country skiing but its about a 30 minute hike to the top of the mountain just to snowboard/ski down it in 5 minutes.
As for things to do, I hope he likes the outdoors. While I was a cadet I had a season pass to sugarbush mountain all 4 years there and went snowboarding probably 10-20 times a season. As far as traveling im suprised he did not mention Montreal, Canada since its only 2.5 hours away from campus.
Glad to hear that you are considering Norwich! I was in your DS's same situation 6 years ago. Had applied to USNA and USAFA with Norwich as a backup. Ended up waitlisting to both places with hopes of reapplying after my freshman year at Norwich. Norwich definitely grew on me during that one...
