Imagine what Europe would look like if the public had not wanted us to stay in Germany after WWII.
Harder, but certainly not impossible. The 2014 Army lacrosse roster included players from several states not typically associated with lacrosse -- Arizona, California, Georgia, Illinois, Texas.

Restoring the "sacred" right won't prevent these kinds of events. It might deter some possible offenders, it might lessen the impact of the events that it doesn't deter, but it will not prevent them.
What do you think the answer is? They're preparing for the inevitable, getting the word out so that (1) stakeholders can start arguing that Y should be cut instead of their beloved X and (2) those directly affected are not surprised when the cuts happen.
