None, you cannot switch from tier 2 to tier 3 while keeping your scholarship. You can go in between tiers 1 and 2 pretty easily, but a tier 3 switch means dropping scholarship.

I just talked to the folks in Pensacola they indeed said that they will begin working transfers for Navy in early May. This makes things more difficult with colleges and enrollment deposits since most are due May 1 and you don't know what unit will open up.
