If the budget for the 2011 fiscal year is not passed, all non-essential services will be shutdown. The armed forces are considered "essential", and the AFA falls under the armed forces. I am pretty sure things will go on as scheduled.

The same is true for here in Washington. A friend is in AFROTC at Central Washington, and only 9 out of 26 got a spot for field training.
