Transferred my scholarship to George Washington University. We recently received the transfer.

My Son just got awarded a 4 yr Tier 1 MO- NROTC at Boston U but he is in the waiting list. He was accepted in George Washington U with a merit scholarship.I want to know if it is possible to transfer the scholarship. Thanks if anyone could give us your thoughts.
