Do I need to put N/A for sections that I am asked to skip on SF86. Like when it says only complete this section if you answered yes, I said no and as a result I don't have to complete that section. Do I need to go back and put N/A for that section?

I emailed a contact at university who works as part of there ROTC department and they said 2 to 4 weeks and this was repeated earlier in the thread.

I think you are onto something here, a person in the rotc department at a university I applied to, said they don't expect results until mid-february.
