does this still include FTX's and other events during the year

If one goes to any ROTC branch without a scholarship or has yet to contract(i.e the "trying it on for size" reason), are they limited in any of the functions?

I applied very early(late june) and got my acceptance letter in the begining of september. To the best of my knowledge, all you have to do is send in your application(thats all that I did)
