    VMI and other public military colleges.

    Yes, You will still have to pay for room and board though, which is more than tuition at VMI. I've heard that when you receive an AROTC scholarship though you can choose to use it on tuition or room and board.

    NROTC vs. Marine Option

    A marine pilot told me that their is a lot less competition to get a pilot slot in the Marines compared to the Navy or Air force. (I would ask a recruiter though to confirm thats still the case.) Not sure about the medical requirements for Marine pilots.
