Just saw your post. I would definitely take statics here at CGA in that case. In my opinion no need to take it twice unless if he wants a really solid background.
Just personal opinion here coming from a 1/c cadet.
I would ensure that he still takes whatever the minimum credit load is to be considered a full-time student.
I would also caution him and say to not overload himself. The academy would look very unfavorably upon bad grades (mainly Ds and Fs)...

So it's definitely possible. I know several classmates and members of class of 2025 and 2026 who have gotten their PPL in their free time while training at the academy. I would just say it is challenging. There is a flight school at the Groton-New London Airport.
