If a candidate is living in an as yet undecided district, does that mean that he/she is not yet on the NWL and therefore at a disadvantage to others in already decided districts?

I couldn't agree more. I have spent many years in the military and have gone to great lengths to make sure that my son understands the decision making, and the costs and benefits of that decision. If he is given an appointment I will council him to think long and hard about his decision to...
