Has he asked his RC if he is 3Q? Not all send letters, but most will tell him if he is or not. If he received a 4 year AFROTC scholarship then his stats are probably strong enough to be 3Q. If in fact he is, then USMAPS is not an option as these candidates are not qualified academically...
