This is true. Many ROTC programs delay the tuition payment to the school until up to 45 days into the semester. I feel one reason they do this is to see who is going to actually go forward. It also lets you know (for the new people) how serious they are that you pass the PT test.

SMP was the trail we were running down if ROTC didn't come through. It is my understanding that the ROTC command can give an SMP cadet an ROTC scholarship if things work out. I don't know the truth to that or what would have to happen but it is something I heard.

Unless I am mistaken there is a dorm where one of the floors has ROTC cadets only on it. And another floor that has other "types" of students. Not sure of all the details on that but it was something that the LTC we spoke to on campus mentioned.
He did confirm it was a 4 year. I called him and he graciously called me back towards the end of the day. Four year award and UK kicks in a room and board package. He also has a merit kicker based on ACT and has a tryout with the baseball team (that will be a tough one to get).
He has a maybe roomie already but that was before he got the scholarship. I see no reason they can't at least make contact to see what works out.
