Can't speak for this year's protocol, but DD (Class of 2017) had the same thing on that page -- "no records returned" -- for the duration of her candidacy and application process.
There is one other usage dimension that will be largely out of your control (because as a Plebe you will not always be deciding where you can be or when) which is where you are in Bancroft. Some of the decks have horrible service with all carriers, and calling can be frustrating and/or impossible.
Lots of reasons for that question, I suspect. Understanding part of the context for the whole person is one, I would surmise. Understanding how the applicant communicates about difficult topics might be another. Just speculating here, of course.

Add him for now, then have him classified as an inactive driver from I-Day until his first leave (Thanksgiving, perhaps, or Christmas/New Years). It's pretty simple to toggle the coverage on and off that way, and saves a lot of $.
DD (Class of 2017) has the same type of permanent retainer behind her bottom teeth, and it caused no problems on I-Day. The key word here is "active," which implies the need for ongoing regular appointments for maintenance, etc.
