What is the purpose of peer ranking each semester? How are they used?

I've seen conflicting posts regarding OTC Meds at USNA specifically during Plebe Summer. Some say "make sure to pack your ibuprofen" others say it will be confiscated during I Day, yet others say have it sent in a care package & it won't be confiscated. Can anyone clear this up??

Do you have to be under the max weight limit on I Day or do you have until the end of plebe summer to get within the weight limits?
