From a printout that I received the levels are as follows: 1) Recommended Sport Recruit 2) Approved Sport Recruit 3) Blue Chip Athete

There is not a commitment period. A coach can give an athlete three different levels of support. The highest level being the "blue chip". Given that you still need the nomination and the final Appointment - no true commitment is extended by either side.
