The Candidates who turn down there appointments , for whatever reason, does that mean it opens up another spot for another Candidate? Or does the USMA appoint a certain amount ( like 1400) hoping to get 1200 spots filled?

My DS just today, was offered an appointment to NAPS. I think it will better prepare for the USNA next year. He also has a ROTC scholarship. Any ideas on the pros and cons of both?
