No it is not too late, but I strongly advise against even mentioning the acronym "ISR" to a recruiter unless they have mentioned it to you first.

+1; my NRD CO noted that an appointment could replace an ISR. I was offered the contract only after I assured him the NROTC program was my top choice.

Quick question! If an NROTC Mid were to carry a significant amount of AP credit (not exceeding the limit of 30 for the 4 year scholarship) and were studying a Tier 2 Major, they could ideally complete a double major if the numbers work out, which is my case; it is completely feasible in 4 years...
