Okay, I believe you made the same mistake as I did. Make sure you are clicking "2015" when opening your portal. 2014 is gone and now 2015 moved to the left and now 2016 is to the right. You may have clicked 2016 out of a force of habit.

I will be accepting my offer of admission to Penn State and would like to enroll for NROTC as a Marine Option. Can someone explain to me the steps I need to take to sign up? I am not a scholarship winner, if that changes anything.
