Does Virginia Tech offer in state tuition to students who are planning to participate in the Corps of Cadets and ROTC?

Ok so I did not get the NROTC 4-year scholarship, but I still want to do NROTC in college. Can I pick any college that I applied to, or can I only pick one of the 5 schools on my application, or will I just get assigned to a unit. I'm kind of lost.

Is it harder to get an NROTC scholarship to a Senior Military College compared to a traditional college or university with NROTC?

Another question: Does the number of times I change the rank of my college choices have any affect on my scholarship decision, or when I'll hear back?
