Can I take NROTC without the scholarship?

I was wondering if I apply to an NROTC scholarship do i mention it in a college application. Or do I to apply to the college first. Basically I'm confused about the process

I've been in martial arts since I could remember and I was wondering if the Naval Academy offered any good martial art programs

My father spent 3-years serving in the Army during Vietnam. Does this qualify me for a presidential nomination? I was going to apply to the USNA and for an NROTC scholarship for the citadel. Will I need two nominations?
