Is the DoDMERB site still down? It still is denying access, is it just me?

I checked DODMERB status to see about remedial for eye exam. I failed the PIP exam. It says a remedial FALANT exam is needed. It had NALOA listed as subagency. What does this mean?

I have had ACT/SAT scores sent to USNA/MOC's. Can anyone tell me if I need to send AP Exam scores to USNA? Will it help if I do? I received APChem 5, APush 5, APLatin 4, APGov 4. My HS guidance said I should send.
