It's strong partial yes. For the majority of candidates, there is no "rolling admissions," but there are a few exceptions and appointments going out before the application deadline could be considered "rolling admissions."
Simply the majority of appointments will go out starting February. If you are special and/or lucky, you might get your appointment now, otherwise no choice but to wait.
