This might seem silly but it is not something I want to get wrong from the start. Is there such a thing as submitting your candidate questionnaire too early? If I want to apply for the class of 2016 is it necessary that I wait until the first of March to complete the questionnaire or can I complete it now? I only ask because I have found what seems to be conflicting information on what is done. Thank you very much for any answer.

You can definitely contact admissions and express your interest but as far as I know they only open files for the next incoming class. Does not mean you can't be prepared and get everything together.

If you've filled out the SLS application, that acts as your preliminary questionaire and will open your file for the next class. You'll get the official stuff to fill out in June or July

In December of your Junior year, you can open up a file on-line with the Candidate Questionnaire. So no - it is not too early.
As stated above, applying to SLS automatically opens up a file for you at WP.
Around June is when the application goes on-line for those who are approved to proceed based on the CQ.
