Academy nominations

For Whitehouse, before 10/30.

For Reed, before 10/31.

Both of them have applications on their web sites.
 
You apply for your MOC nomination concurrent to submitting your application for academy appointment.

In your case (Class of 2014), that would be next year.
 
I suggest beginning the application process by the spring of your Junior year, both for the Academies and MOC noms.

If you try to wait until October to begin your MOC nom applications, there's a decent chance you'll get burned by the deadlines. Or at least you won't be able to think through your essays and other portions as much, and that might not look favorably upon you.

You apply in the spring of your junior year. February I believe.
They do a good job to show you what life at the Academy is like. If you love it it'll get you that much more enthused about going or if you go there for a week and figure out this may not be for you then you left room for someone else who really wants to go.
